It was suggested to me that my needles may be set to high in my carbs but I didn't think the needle height was adjustable, does any one know??

They are not adjustable, they may have been raised by inserting a washer under the seat. (that's not the saddle)lol

I believe the po did a jet kit as the jets are larger than the book says they should be and there are two holes drilled in the bottom of the slides would this make a differance?

If you are running a standard air box, go back to stock jets.

Im told the exhaust isn't factory does that require a rejet or did he just jump the gun? #1 and#2 plugs are perfect but #3 and #4 go black and need changing every 3000 km and Im only getting 20 mpg (worse than my car!!)

What exhaust have you got, 4 into1? if so standard jets shoud be ok, if you have done all the usual carb cleaning & sync, turn the mixture screws in a tad on 3 & 4, check the plugs when you have done some miles, before adjusting further.

It is a 4 into 2 exhaust I will try adjusting again but last time I tried it started popping!

Isn't that kind of contradictory? They are in fact adjustable via the shimming (washers) method. Are they not?

True. Also true that "shimming the needles" was a common mod back in the day; it might be worth checking that there haven't been shims added.
And I would agree, especially if you're running a 4-2 exhaust, with the stock airbox and filter go back to the stock jetting.
