A brass drift and hammer can substitute for the pin spanner.

The two jam nuts go below the top yoke. The yoke is held in place by a pinch bolt and a larger fixing bolt that screws into the steering stem.

I see some are tapered with races and others are sealed (i assume ball bearings). Is one preferred over the other?

Edit: maybe the picture just has the tapered dropped in the race...

Some of the photos do show the ball races before they are removed.
The upside of fitting roller bearings is that they tend to have a longer service life and rarely need to be adjusted.

Chacal has the required bearing sets, and he'll get them to your door in a day or two.

Well okay fellas I just did the tapered seat bearing modification well there was a problem in seating the larger bearing on the Fork stem you can't heat the bearing and get the grease in it because it's hot so I was faced with the Dilemma of putting it on dry and smear and grease all around it well I didn't I greased it by hand I put a palm of grease in my hand and push the bearing forcing the grease up into it I then drop the seal on the stem carefully placed the bearing carefully on the stem then took the old stem bearing race put it on top of the bearing with any size piece of pipe I had laying around and knocked it right into place with a few taps fully greased fully loaded I hope this helps anyone in the future God bless XJ forever but I was kind of wishing they were Timken bearings which I'm sure they could be found knowing the specifications of the new replacement tapered bearing

You grease it after it's cooled. It doesn't take much. You're not greasing a wheel bearing.
I also put the lower clamp and stem into the freezer the night before to get a little extra clearance.

Did you drop a few full stops down the frame while you did that?
    Good job though.
