Does anyone happen to know why some of the front cylinder studs have a sheath on them? Is it necessary?

After pulling the head and jugs, I was dismayed to find a whole lot of debris and heavily degraded sheaths on some front cylinder studs. The ones with the sheath also seem to be the most corroded of the bunch.

What's this all about? I have never seen such a thing on an inline 4 before.
