I inherited my friend's 1983 750 Midnight Maxim and after 2yrs I fired her up and she purs. However, the oil filter bolt is locked and after every attempt, it's been stripped. My next course of action is welding a bolt onto the bolt. Is this the next best step? Thank you.

See if you can file the flats back onto the bolt and grab with a pipe-wrench.

    Or use a bolt extractor.

Pipe wrench is the way to go. The torque specs for that bolt are like in inch lbs. Most have been stripped and replaced .

Some people try to remove a plug on the side of the engine block rather than the actual oil drain on the front behind the filter and exhaust pipes (not sure if this is true on 750).

The side plug is permanently mounted and shouldn't be removed. It does however, look like an oil drain.
