help identify this ?

i was given this wire wheel a few days ago by a friend who used to be a motor body repairer.
he says they used to use them at work for removing paint before welding e.t.c. but he doesn't know where his firm got them from ,or what they are called
he only knows they are from u.s.a.
says they work great, for that job
they are just a wire wheel but the wires are encased in a hard rubber.
never seen them in u.k.
any u.s. guys know what they are.
