I noticed that when I was bench syncing my carbs, that I could not fit a paper clip underneath the #3 carb valve even with the idlescrew all the way in. I rigged it up and made it so it extended further. Is there supposed to be something that goes on the tip of the Idle screw?

81 xj550 is the bike also.

No, you adjust your #3 to the paperclip (or whatever else) then adjust all the others to the same. Your goal is to get all the openings the same. Your idle may be too high or too low once you start it up, but that is an easy fix. You can't easily sync if the bike doesn't run.

Check to see if the Cable Tension Adjustment is slacked.
Check to see if the Throttle Cable is fully seated in the Cable End Bracket.
Check that the Cable End Bracket isn't Bent of misaligned.

Check to see if the Linkage Platform which contact the Idle Rod End has been bent.

Check to see that the 1,2 and 4 Throttle are "Opened" allowing the 3 Butterfly to fully close.

The Throttle Plate on the 3 Carb should Fully Close.
Adjust the Bench Sync with a 1/4 Inch wide strip of 3X5 Card.
Use 3X5 Card to Bench 1,2, & 4 after you successfully close the 3 Fly.

If after all is said and done it is determined that the Cable is too short, ... holding the Linkages Open, ...
Remove 1/4 Inch of Throttle Cable Sheath.

Stuff Toothpicks in the open end protecting the Wire.
Cut the Sheath off, through the wrap.
    Dont damage a wire strand.

Yeah I understand that but the throttle would not open enough with the screw all the way in to even fit a paper clip in there. I don't know if it is incorrect screw or there is supposed to be something on the tip of it.

I misread I think...but that is a pretty simple linkage. If the #3 doesn't open, with the carbs COMPLETELY OFF THE BIKE, it should be pretty simple to figure out, but impossible without seeing the carbs.

What about the other 3 carbs?

I suspect you don't have something right in the linkage.

Post us up a couple of pics; I can take a pic or two of one of my spare racks for comparison if need be.
