    Hello
There is a small port from the top of the bowl shell to the bottom of the inside of the bowl.
It seems to have a fitting inside it.
It does not permit fluid flow.
Does anyone have a reference for it, what it should do normally?

Its the inlet jet for the enrichment(choke) circuit. It needs to be cleaned to allow fuel to flow. the orifice is small, a single strand from a wire brush will usually clean it out

    Thank You very much.
Once clean will fluid visibly flow, such as carb cleaner?

Also please keep all questions about your machine in a single thread. The history of what has been done makes it much easier to be able to help you as you refurbish her.

That is the enrichment well, and there is a very tiny non-removable jet down there. You MUST get it unclogged.
