I was not able to shift out of first gear, so I pulled the engine and Cracked open the case. I found the 1/2" by 1" pice of hard plsastic that was keeping me from shifting. It does not look to be from the cam chain guides.

The chain guide fo the for the altenator is in two pieces. My question here is should it be? Or do I need to get a new guide?

You are looking at Primary Chain Guide.
You should remove the remnant and install a whole new guide.
