    Only 6204 original miles been sitting with oil drained what should i do before installing

    make sure there is an oil filter in it.
    Also make sure the thin fender washer is there between the rubber filter grommet and the spring.

    After all that pull the plugs and crank it on the starter for 20 seconds, three times within - oo I dunno, 2 minutes.

    Without knowing how long it's been dry, anything that would get lubricant around the bearings without load would be good, come to think of it I would also squirt some oil in each plughole. It's likely they'll get fouled at first start, but so what, lubing the bores and would be more important.

    drop some oil down the cylinders first then hand crank the motor

    Oh, I thought you were trying to something to the starter.... I would lube cyls then turn it by hand rather than the speed of the starter....
