Is it normal for the tach to not respond smoothly to the engine? it seems to bounce as i'm accelerating and when i reach cruising speed it continues to bounce, not as much but it doesn't stay steady non the less.

This happened on my bike too. I changed out the tach cable and it seemed to smooth things for a short time. Looking at the manual, there is some type of drive gear just inside where the cable goes into the front of the head. I believe that this is the source of my tach bouncing. I haven't replaced the gear yet so just guessing. This may be part of your problem too.
