Hi Jeff the XJ has a kick stand Switch - # 7 in diagram a bit hard to read. There is a limit to the size of pictures.

There is a safety relay under the tank somewhere that is shuting your ignition down. There must be two wires that go down to where the side stand switch is supposed to be. The question is, if the wires are tied togeather which would simulate a closed switch. Is that operating the relay. Maybe check and see what is up with those connections.

I have a plug under the seat with 2 wires in it and there is nothing to plug into it which I assume that is the kickstand switch plugI will try and connecting the wires and see if that helps

The Sidestand and Clutch Lever Safety Switches need to be troubleshooted.
The Safety Circuit Relay needs to be verified; too.

Troubleshoot both the Sidestand Switch and the Clutch Lever Switch for proper operation.
It does not take much dirt, debris or drying-out to render those Switches inoperable and cause them to stick with the Circuit closed.

    Sidestand Switch:

Clean-out the inside of the switch with a commercial electric component spray.
Clean the entire mechanical linkage hooking-up the Switch to the Sidestand.
Particularly, the passage where the Operating Rod passes through the drilled-out port near the Sidestand Pivot.
Check the Rod for free travel, binding and scratches or scoring that would cause the Rod to get hung-up.

    Clutch Lever Switch:

Test Light or Meter the Switch to verify that it Opens and Closes.
Check Plug-in's for tightness and continuity.

    Safety Circuit Relay:

Safety Circuit Relays look IDENTICALLY like Generic Power Relays.
But, the Safety Circuit Relay IS NOT wired like a Generic Power Relay.
The Safety Relay has a different pattern for TRIGGERING and LOAD.

A Power Relay substituted for a Safety Relay will cause strange and dangerous conditions to occur.
    > The Bike will only run in Neutral.
    >> The Clutch Safety feature becomes REVERSED!
    >>> The Danger is: The Starter Motor will NOT Operate with the Clutch Lever Pulled and the Starter Button IN.
    >>>> The Starter Motor WILL Operate -- --> With the Bike IN GEAR <-- -- when the Clutch Lever --> IS RELEASED <-- and the Start Button IN.

+++ The Bike WILL Move suddenly and without warning, MAY Start, and you WILL NOT be prepared for the Bike to behave in this manner. Loss of Control is Immediate.

I vote safety relay/sidestand switch too. The neutral switch IS working, which is why it dies as soon as you move the lever. The relay is working, maybe not correctly but then again it might be. If the switch has been removed, the wires to it will have to be connected together (simulating a closed switch, as MN says above) for it to work. You said "ground up restoration" (+1) so you might want to get a sidestand switch and do it right. I should talk, one of mine is bypassed right now... (but it's on there so it LOOKS correct...)
