    Yes. You can.

There are Flats on the Cam that will allow you to rotate the Camshaft with a Wrench.
Place support below the Head so the Valves can open and close without a problem.
A folded-up old blanket does the trick.

Measure the clearances with the Cam Bearing Caps at Proper Torque.
Determine which need to be re-shimmed.
Un-bolt the Cam Bearing Caps. Remove Cam.
    Read Shim.
    Do the Math
    Put in the New Shims.
It's easy with the Head on the Bench.

There is an Engine Ignition Timing Process that you follow when you get ready to replace the Camshafts and Sprockets with the Timing Chain.

Number-1 Piston at Top Dead, the two Cams have Timing Marks, getting the Timing Chain on to the Sprockets and Fastened to the Cams.

The procedure is outlined in the Workshop Manual and needs to be followed to the letter.

Be very careful rotating the cams. If you have both cams installed they aren't going to turn in unison with each other without the cam chain connecting them together. One cam will hold a valve open and when you rotate the other cam, you can have 2 valves open in the same chamber. Bad situation since they will hit each other.

I don't see what the advantage would be, why don't you wait untill you get the mill back together & follow the usual proceedure?
