someone may correct me but i beleive I read somewhere about a factory locking cable or chain of some sort that fills that otherwise pointless hole but since my max no longer sports this mystery chain? I can't be 100% sure Anyone?

Yes, a "powerlock" locking chain with either a yellow or black plastic sheating was stuffed into that storage box, and the "lock" part locked into a little peg welded onto the frame.

The tool pouch was never stored in that compartment; it was stored under neath the seat, between the two side-to-side frame rails in a small plastic "tray" that hooked onto those frame rails.

Yep, that's where the "Powerlock" went. Basically a short chain that could be wrapped around the swingarm and through the wheel. If you have the original one, it's keyed to the ignition. When stowed, the locking socket fit onto the post at the left outside edge of the box. It's not very high security, but it's better than nothing.

That would be the spot for your security chain.
