Should I be concerned if I have Seafoam in a bike's full tank for a week with the petcock on PRI?

Long story short, I put 2oz in a nearly full XJ650 tank then the bike decides not to start. This was a week ago, and I haven't been able to get the bike running yet. Now it just occurred to me that maybe the Seafoam could seep into the carbs, since I didn't close-off the petcock.

I don't think there's need to be concerned. Seafoam is a fuel stabilizer and it is recommended to run the engine to get the product into the carbs for storage. I ran it in mine to help clean some varnish residue that broke free from th tank. No problems.

Having the petcock on PRI and leaving it there is a bad idea. Since your gas can leak into your engine and mix with your oil there.

From my experience, it has no negative effects and some riders leave it in their tanks/bikes over the winter months.

When you say "the bike decided not to start," do you mean, the bike will not turn over/start? Does it fire/ignite? Some people might suggest using a starter fluid.

I would also check your battery to ensure you have enough charge, in the event that it is not a fully charged battery/etc.
