i bench synced the carbs, put them back on the bike, and it will jump to 3 grand with or without choke and no matter how much i back off the idle adjustment. when i checked the slides passed the clunk test so would the carbs being not fully synced cause a high idle?

Look to see if the Throttle Cable Linkage Connection is NOT jammed-up under the BACK of the Cylinder Head.
If is IS, ... Don't PRY or Bend it.

Pull the Carbs back and free it.

    Re-Bench Sync the Carbs.
Use 1/4-Inch wide strips of 3X5 Card.
That will Mechanically Sync the Throttles near closed!

    Slack the Throttle Cable.
Make sure you are wired TO the Throttle Cable NOT the Choke.
Go over the Clamps and Intakes with Starting Fluid looking for a AIR Leak.

Did you break the rack of carbs?

This happened to me after I broke my rack of carbs and then put them back together without leveling them out. At stop signs and what not my idle would always be around 3 -4k, but I could always push the throttle closed by actually pushing the linkage between the carbs with my hands. Turns out carb 3 and 4 were leaking in air as I had improperly put the entire rack back together. In essence, carbs 1 and 2 could close their butterflies, while 3 and 4 kept them slightly more open.

And do what Rick said, too!

Pull the rack, grab a level. Make sure all 4 carbs are plumb on 2 dimensions: level then in the standing position (as they are on the bike) and again when they are lying on their backs (the intake side). Hope that made sense.

While the short answer to your question is yes, it is not necessarily the source of your problem.
