im sure this has been covered before but i cant find the answer

i have a 650 maxim and i have a 750 seca parts bike that i want to use the dual brakes from

will i have to use the master cylinder from the seca or will the handlebar mounted resevoir handle the dual brakes there really isnt room for the triple tree mounted resevoir in my maxim

You should probably find a handlebar master from a dual-disc bike. Not only is the reservoir larger, the M/C bore is larger, providing more "fluid per squeeze" for the dual brakes.

The single-disc master cylinder isn't up to the demands of the dual disc system.

I suggest NOT using the stock cable activated master cylinder from the Seca. It is not a good setup at all. Get a master cylinder that mounts on the handlebars instead (make sure it's one for dual calipers and not single caliper brakes) and use steel brake lines intead of the stock lines.
You will need to cut off the original brake lever mount from the Seca handlebars to mount another dual brake master cylinder, which is fairly easy to do.

you should convert to the harley davidson sportster controls... they look good and are available in single or dual brakes. the controls, the switches, and the levers are all about 180 dollars which is cheap, and it comes with the master cylinder

i converted mine... but mine is a xj1100

You'll need 1" handlebars for Harley controls. Most of these bikes are 7/8" handlebars.
You can use the master cylinder for dual disc brakes from most jap bikes with dual disc brakes or 4-wheelers also. Most of them have 7/8" handlebars.

i am also thinking about putting clip on bars like the new rockets have does anybody know what bikes have them with the same diameter fork tubes and dual front brakes so i can just buy a used set of bars with controls

I don't think clip-on bars will work with these frame configurations. The tank will be in the way and the handlebars will hit the tank when you turn.
Yes there are clip-on bars that will fit, but you'll have to address that tank situation to use them.

my bars are upside down and they hit the tank now but i like the riding position but i dont like the look of them going over the tree thats why i want the clip ons im gonna weld stops so that it stops just before the tank im assuming i can use anything that has the same tube diameters

I'll assume you know this already, but when you weld on your bike don't just disconnect the battery, unplug your electronics too, just too avoid the chance of frying it.

You can swap the front end from a 750 Maxim - those had dual discs and the bar mounted master cylinder for them.
I'm in the process of doing exactly that.
