While I'm not interested in the stereo equipment, I might be able to help depending upon where in CA you end up.

Some of your listed "work" could be done with basic tools (unless you have none).

Fuse panel - See my DIY Electrical post - If you can strip wires and crimp on connectors you can do it.

Oil change - Not done mine yet - But I think you just need (MOTORCYCLE oil not automotive) and the correct size socket wrench.

Carbs - If they have not been cleaned - Syncing and adjusting the screws may pass state testing but it will not be the best riding XJ. (See if local members can help). Is the bike running good enough to do the carb work AFTER the inspection? Time crunch / rushed job might cost you more rework time and $$ later.

Tires - Any semi-local MC shop should be able to do it - Especially if you bring the wheels/tires in with you (but call first for prices and to be sure they will install stuff they didn't sell you).

    i have some tools available
the M&B will run me around $50 at the local shop
i just pulled my front tire off and found out that who ever put the brake pads on had then on at an angle and they wore thin on one side... so new front and rear brakes as well...
i just don’t know if ill have the funds for it this month unless if i sell my stereo... or trade it for the work...
my main problem is that i don’t know how much it will run me to get my endorsement for WA in CA and if that is even possible

Kracket, your pads are normal... they are angled from day one.
I'd wait 'till you get here. I used to teach the MSF courses and have access to the base. We'll get you set up right. Shoot me a line when you get to town. Meantime, sell that equipment (unless you think I could shoehorn that stuff into my GTO).
