Take it apart and try again, something is not in the right place.

Try again, Those gears in the starter can be easily missaligned and bind it up. Make sure the gearset if free before you try to mount it to the motor. Turn it a little as you put the motor shaft in to get the alignment right.
I have had this happen before, my steps to assemble
    - armature into gearcase, make sure it turns free
    - starter housing onto gearbox, make sure it turns free
    - brush assembly
    - starter endbell
    - loosley bolt together, make sure ti turns free
    -tighten bolts and test
    - if it passes a run test , install on bike

It's really easy to get the brush plate back in the wrong place, even slightly. If it's installed 180 degrees out of position, or even a FEW degrees out of position, the starter motor won't spin; OR it will spin backward.

Did you check to be sure you don't have a dead short in the windings?
