Once you get your carbs right you will be able to fire your bike in a split second of hitting the starter, so I would work on the carbs first. You can get new jets etc. from Len at XJ4Ever. Sounds like your carbs not only need a good cleaning but the floats need to be set. Once you get this taken care of then you will want to vac. sync and colortune also.

I'm sure Len can help with all that stuff, but be advised... there is no such thing as a "kit" you will just have to buy the componenets that you need.
If your carbs are flooding you may have cylinders that are locking hydraulicly making your starter seem to drag.
Priming only adds more fuel so dont do that.
Try shutting off all gas to your carbs and pulling the plugs and cranking the engine over. If it spins free then you know you were locking up by having flooded cylinders.

Let us know what happens when you try this.

Don't worry about the site just go to his catalog on the forum found here. Then pm or email him with what you need.

Start by reading the catalog section on model identification, work out exactly what bike you have first then you can correctly identify the carbs and correctly order the parts you need. If the carbs don't have Mikuni on the body they are most likely Hitachis, Len's catalog info will help you figure out what size and how they should be jetted as standard. You won't find a more helpful bloke to deal with and you will learn a lot about your carbs just pulling them down and working out what parts to buy.
