    Got the beast running.

    Cleaned carbs
    Polished slide and bore
    Changed pilot screw o-rings
    Bench Synced
    Adjusted Valve Clearances
    Oil, filter, & Plug change
    No delam on the shoes
Swapped brake fluid with a full bleed
Tightened the chain a wee bit

Turns out my revving problem was due to bad throttle shaft seals. I just put rubber caps on the ends, only one other inner seal is leaking so this calmed the problem a bit. If i leave the choke on too long it will rev, but with no choke it drops all the way down to 1100 every time. So im sure its running lean as of right now.

I need to throw my spare rim with the new tire on the back, the tire on there is a little old and worn. However the drum has a little bit of chunky rust. Any good way to get it off without resurfacing?

What else should i be looking for here? Mainly safety issues.
    I have yet to:
    Do the throttle seals
    Adjust Float levels
    Tune air/fuel mix
    Sync Carbs

Thats a good start, however, you should have done the float level while the carbs were off the bike....if you have to adjust them, they will have to come back off again.

I also have to take em back off to change the throttle seals.
I didn't do it because 2 of the screws are stripped. I might as well wait till I can get both the bleed screws and the seals. I just wanted to ride the darned thing, my first bike.
