ok I can finally take it out on the highway, tagged and legal now.
it hesitates, boggs before coming with the power
it is not synced or colortuned, and does want to do the out of sync runaway idle.
replaced vac caps, carbs clean, bench synced, valves in spec.
could a out of sync condition or poor mixture do this?

Did you do any pilot mixture tuning after your bench synch? Have you tried a plug chop? Did you break the rack? Run-away idle like how-keeps climbing no matter what and to what rpm. Is your hesitation from idle only or does it happen at any time you go throttle on?

    Yes.

Why are you trying to ride it if you know it still needs to be sync'ed; and why are you surprised at how it's behaving KNOWING it needs to be sync'ed?

**EDIT** oh, yeah... float levels? WET set? Rack level, while it was still off the bike?

I thought I had to go for a 5 mile ride or so before a vac sync?
once initial warm up, then I get some run away idle, mostly after a blip it seemed.
I put some fresh gas in and it did better, after well into 2nd gear it runs out very well
thought about wet levels, they are right at the bowl screws
racks level, idle set knob helped alot too with the run away.
mix at about 2.75 turns out, racks level (2 levels, top/bottom)
did the bench sync per last advice given by Fitz.
so I can just put a couple of box fans on it and warm it up a little and do the running vac?
So.. I vac-colortune-chop just like that right?
Now the vac (tube method is all I got) balance 4 to 3 then 1 to 2 then 2 to 3?

The ColorTune is a Tool which lets you set the Ait~Fuel Mixture to where the Mixture is ideal for IDLE.

The Blue is a Mixture that is PERFECT, ... for IDLE.

YOU need the Pilot Mixture to contain MORE Fuel than necessary to have the Bike IDLE.
You need to have the Mixture adjusted RICHER than the Blue.
    Supplemental Richness.
To support Combustion during the Idle - Off Idle Transition.

When the Throttles are opened, there is a rush of Fresh Air that precedes the Fuel supplied by the Main Jet.
5 or 6 rapid eye blinks of Fresh Air that needs Fuel or else the Bike hesitates until Fuel arrives.

That EXTRA bit of Fuel needs to be supplied by the Pilot Mixture being RICH enough to sustain combustion and get you out-of-the-hole.

The bike is supposed to be "fully warmed up" for the adjustments, which is why the fan is needed. A five-mile ride should definitely do it.

The 1-to-2 or 3-to-4 vacuum adjustments can be done "either one first". But once each pair is synchronized (1-to-2 AND 3-to-4) then you adjust the middle screw (2-to-3) to match up the pairs. Then repeat as needed, because often those adjustments further affect vacuum balance between carbs. And screwdriver pressure can affect your readings, so blipping the throttle can help settle things out before adjusting again.

To clarify a bit on the sync adjusters:

#3 is the "base" and only adjusted by the big knob.

#1 is controlled by #2; whatever you do with #2 it brings #1 along with it.

#4 is all by its lonesome, and just gets adjusted to match #3.

And, as pointed out above, if you're using a "comparative" manometer rather than a 4-stick system, it pays to go back and "re-compare" after making any big adjustments to the #2/#1 pair.

been working with it just like that. its REALLY close now, I have no idea what "perfect" would be. Im still working with it though, the colortune helps, that let me get rid of the popping so I could go back and forth with the tubes.
I want that Morgan Pro, I think Im gonna shake Santa down.
Just a little bit more guys and thank you for looking out , much appreciated.

"TONE DOWN" the tweaks, the biggest mistake (and we've all made it) is to turn the screws TOO FAR when adjusting. Think nudge. You're close.

Perfect is when it idles like a sewing machine, with no "lump-lump-lump" and SNAPS in response to throttle, returning to a nice even idle immediately when the throttle is released.

After you ColorTune and Plug Chop you will arrive at a point in the Find Tuning where you will be able to FEEL the way your Bike responds to Tuning.

The "Window" is a sliver of adjustment which regulates Supplemental Richness to be:
    On the Lean side.
    On the Rich side.

The Lean side, ... will be crisp and quicker acceleration. A performance tuning. Fast, powerful and with strong engine braking.

The Rich side, ... is smoother, cooler, long-haul comfortable and with moderate coasting.

    Be careful.
The Bike loves to run "Critically Lean"
A condition where Mixture is too hot for Air Cooled aluminum.
