Has the bike sat up a while? Have you removed the carbs and cleaned them? Sounds like you have a case of things sticking from gas setting to long and turning to laquer. Could also be a sticking cable. Have you tried working the throttle on the carbs by hand to feel for resistance. You can also see if your carb slide are working ok by removing the boots between the air-box and the carbs and sticking a finger in them to push up on one of the slides to make sure it isn't sticking.

Undo the throttle cable from the Carb Linkage.
Test the movement of the Linkage ... by hand.
Open. Close. Open and release ... test Return Spring.

If there's binding ... "Sight" the Rack for Carb Body's being level and true.
    No?
    Corrrect.
    Yes?
Lube internal and external Butterfly Pivot Points and Hinges with Marvel Mystery Oil, Brake Fluid ... or other product safe to contact the seals.

Make sure the Idle Adjustment Rod isn't cocked and catching on the linkage; too.

See what you have and let us know.

well that may or may not solve the throttle sticking. ill check tomorrow. however the bike wont rev up still. i cleaned the carbs completely and there is plenty of spring to them. i think there may be something catching though bc throttle was ok b4. still either way it will turn and engine will kinda respond but wont rev up much (kinda seems like its flooding?) as i said my friend was sayin that he doesnt think the rods inside the carb are going up and down. thx

How would it "Rev-up" ... if it's not getting a sufficient amount of fuel to do so?

How is it that it's not revving-up?
Exactly ... What is it doing?

Do you know how to tell if what it's doing is FUEL STARVATION or IGNITION BREAK-DOWN ??

Which of those two do you think it is???

throttle is fixed. sticks just a little but wd40 cleaned it up quite a bit. now what??????????/i also checked the slide assemblies (if thats the cylinder pat under the boot under the top cap of the carb) they fell really well no resistance. i am a uber noob and this is my first bike you are my only hope. thx
