Could be several things, go through this list.
1 ) Battery, is it fully charged? What is the voltage when starting?
2 ) Fuses, are they good? If you have the OEM fuse box consider replacing it. Make sure all connections are clean.
3 ) Side stand saftey circuit. Is the relay grounding the TCI?
4 ) What is the voltage at the TCI when starting? If it is below 10.5V it will not work. Check and clean connections from the battery to the ignition switch.
Thats a good start, there could also be a problem in the TCI. We'll go there next.

Thanks for your info. To answer the questions in order.

1). No, the battery is week, but I had cables connected to a car when I was trying to start it.

2). Fuse box is crapped. Connections are wobbly, but still make a connection so this is why I didn't think it would be that.

    3 and 4). I have no clue

I should add that I can press the start button and it sounds like it is making great attempts at starting as per usual, but no go. First we thought it was gummed up carbs, but then the spark plugs were tested and we saw no spark :(

I had the same issue with no spark on the xj 1100 and it turned out to be one of the safety switches

Manual states for when engine will not start:
    check ignition circuit for connections
    check battery voltage
    check fuse and fuse connections
    check ignition coils
    check pick up coils
check operation of emergency shut off switch
check operation of sidestand switch and relay
    If that is all good
    replace tci

this is from xj 1100 manual, but i am sure same procedures will help find the problem
    Hope this helps
I would personally check your ignition fuse first
