theres a big hand screw in between carbs 2 and 3,

but if ya didn't know that after pulling the carbs and cleaning them, id say you got something messed, possible cable hook up or how the cable is routed

The idle adjustment is done by the big nob between the float bowls of carbs 2 and 3, reachable with the carbs installed and the bike running.
If that doesn't do it, check to make sure the linkage isn't binding somewhere and the throttle cable isn't binding where it connects to the carbs - very easy to do when you are removing/replacing the carbs. Ditto for the choke cable. Swing the handlebars from side to side with the engine running - does the idle change at all? If so then re-route the cable until it doesn't do that any more.
If that all checks out, next thing to check is the synchronization. But always check the easy things first.
When you cleaned the carbs, did you break the rack? That is, did you separate the 4 carbs into their individual pieces?
