About two weeks ago I had a notary take a Pa MV-41 to Penn Dot. I got a piece of paper from those jerks saying that the application could not be processed. It states you have requested a major correction of the VIN. If you look at block B and read what it says. To be used to correct typographical error of one digit. Transposition of two digits, OR if the engine number has been erroneously recorded as the vin or for the purpose of VIN verification. So why can't they do their jobs at Penn Dot? What can be done to force these people to follow the rules that were written for them? They also took my $22.50 and did nothing. If I want a refund they want me to wait 6 to 8 weeks.

Is this the issue? Or is the problem because the label on the steering head is damaged and the "shorty VIN" is all you have to go by?

No. There's a sticker that starts JYA. The entire sticker is there. The person that does the inspections had a heart attack when the vin didn't match what it said on the insurance card. If you use the short vin on any insurance web site it tells you the vin isn't valid. However if you type the 17 digit number in it says 1982 XJ650. I hate the thought of going to the dealer. They are way too strict.

Penn Dot is next to impossible on old bikes. What is the problem with your VIN again?

When I drove 1100 miles to Tulsa to buy my Midnight in 2003, the engine number was listed as the vin on the title. Didn't pay attention to that until I was at my local DMV. They were polite when they caught the error and told me I had to get a corrected Oklahoma title then come back to them.
Fortunately, I bought it from the nephew of the original owner who bought it new locally. The original dealer had filled out the original paperwork and put the engine number as the vin. They got it corrected and I got my corrected title.

If the 17-digit number says it's an '82 it probably IS an '82. (Even though it was probably made in '81.) The "shorty" VIN (Model designator -dash- serial) IS DIRECTLY related to the 17-digit VIN; unless the bike has had an engine transplant.

Post your "shorty" VIN and we can decode it using the info found here: http://xjbikes.com/Forums/viewtopic/t=14577.html

Then maybe you can use that information to educate the DMV.
