I have a friend who has screwed up the first 3-4 threads in one spark plug hole. He found a motorcycle shop that said they had a "thread chaser" that could fix the threads. Apparently the tool is inserted into the plug hole and inside the chamber and then expanded and screwed from the inside out repairing the threads and pushing any debris out the top. Has anyone ever seen or used one?

What you're describing is called a back tap. A bit different device than a thread chaser.

Yep, I've used them. They do an adequate job.

What they do is cut debris out of the original thread, they do not re-fill the new threads cut by forcing a plug in incorrectly. Plugs need to be reinstalled carefully (forever) or you'll get them into the "wrong" thread and rebugger the hole.

Surely a time-sert or similar would be a better fix?

Sure it is. A whole different $$ proposition though.
