From others experience, what have you found the life span of replacement throttle shaft seals to be? I replaced all eight about a year and a half ago with HCP38B from Chacal and have started experiencing vacuum leaks on two of the seals already. Wound this be considered a normal life for these seals or may I be experiencing deterioration caused by something else?

My first set of seals lasted over thirty years. New ones from Len should not be failing this quick. I think there are environmental/ chemical impacts that are causing yours to leak now.

How have you identified the leaks? My experience is spraying starter fluid/ propane at the carbs is not a pin point identifier as to where a leak is from.

I have used carb cleaner sprayed directly on them as possible. Are there other recommended means of trying to pin point the leaks? I am fairly certain the intake manifold boots are not at fault. I can spray the lip where the carbs are held and there is not a change in rpm. Might there be a change that the seals are leaking due to the nylon shims not being replaced?

Nylon shims shouldn't make a difference with the seals unless the shims also act as a sand/ dirt guard . . . if you reused the old ones - good . . . if you don't have them on at all then it is possible that crud has creeped in and messed with the seals.

throttle shaft causes ( and can wear) wear, nylon shims if surface is course can cause wear.
the leak comes from different expanstion rates in the metal and the seal is to compensate for it.

Actually spraying cab cleaner on the seals can cause deterioration ...when you put new seals on did you put silicone grease on them first..seems to help sealing. Exactly what symptoms are you having? Hanging or variable idle?
