    interesting . . .
    More info please:
Did you just get this bike?
    What bike is it?
    Did this "just happen"?
Does it have 'forward controls'? (plagarizing on this one - some astute member pointed out that another members forward controls were set up with an additional pivot point which made the shifting backwards).

that's a strange one. put it on the center stand and rock the wheel back and forth with your hand and work the shifter by hand, see if you get the same thing.
i find neutral is easier to find going down from second, rather than up from first

which bike are you talking about?
is this bike running and riding or is this just what you find when shifting with out riding?

could be you have the wrong shifter set up on the bike

the shifter can't move neutral from between first and second, can't happen. now if first is all the way down and you miss neutral get 2,3,4 then get a false neutral going into fifth......
    maybe adjust the clutch

Can happen if shifter is put on wrong, so shifting down with your foot acctualy shifts up then . thinking 5th is 1st, 4th is 2nd ect so then thinking your getting nuteral between 4rh and 5th when your acctualy getting nuteral in the right position
