i installed new shoes while back and find that the actuator are has to move too much for the shoes to contact the drum surface. Pretty sure the drum wear is a bit excessive so that means a whole new wheel if you could even find one. I was wondering if it would be ok to make the arm’s cam surface a little thicker. Any fix ideas for this?

Did you adjust the brake rod and pedal height?
Drum wear is highly unlikely, unless you have over 200,000 miles on the machine or have been using race-type shoes (which I'm not sure are even avaialble for the XJ).
Wheels for the 650 Maxim are easy to find if it turns out that you need one.

Made all adjustments per Hanes book. Just noticed my drum insert is about 2 mm thick and what I see in pictures of others is most are around 5 mm thick. I just ordered the standard version ones on eBay (shoes) when I bought the bike. Old ones looked ok but still ...they were old. Maybe I’ll try to find a replacement wheel. Probably cost a fortune to have a new ring installed in the hub.

Was this issue present with the old shoes?

Methinks that you were sent the wrong set of shoes. Unfortunately that is a very common problem.
Just for clarity's sake. What is the diameter of the drum and the size of the tire?
I'm sort of wondering if a prior owner may have installed a Seca wheel.

there are a few shoe makers who sell extra thick shoes to compensate for worn drums
