I just noticed that the fluid reservoir diaphram has a small tear in the last fold near the top. Will
this cause a problem ? Does the diaphram have to be replaced for the master cylinder to function
    properly ?

That diaphragm is more for moisture control. The cover has two little notches that let the diaphragm more when you apply the brake. The DOT fluid likes moisture, so the diaphragm is there to make sure the fluid is separated from the air that has moisture and the fluid.

Go to a local dive shop or Google aquaseal that'll fix any rubber repairs make sure you get the hardener clean it rough it up a little bit and put that on unbelievable stuff I use it on my dive gear all the time and I used it on other mechanical things resistant to oil grease I imagine would be no problem for brake fluid
