The bike seems to weave left and right around 20 to 30mph, but not noticeable at higher speeds. It also feels strange and heavy when making turns. Any ideas?

??? Unless your steering head is really loose and you are getting bar shake at that speed I am a little curious. How are the tires? Putting the bike on center stand and then having the weight shifted to the rear wheel will bring the front tire off the ground. You can then push the bars and watch the front tire move. If is moves too freely or snaps and or falls to the side, the steering head could be too lose. This will cause the bar wobble.

Some other folks will be here shortly to give you better advice and directions...

    I'll check it out.

I'm betting on the forks, the bike was dumped pretty hard at some point. Wonder if there's and easy way to bend them straight.

tubes out of alingment. I check with 2 carpenters levels across the tubes low and high if levels are nor parell to each other you losen bottom tripple tree fork clamps then aline the levels you can use broom sticks.

if tubes are bent they need to be replaced

Well guess its okay that in my caveman attempt to bend them back i cracked one and it leaked its fork oil out.

    Got any forks laying around?
