1985 xj700x speedometer froze up

    Went on a ride today and the speedometer quit working. When I got home I disconnected the cable from the hub and the cable had broken about 3 inches up. I removed the cable from the speedometer and used the stub to see if the speedometer would spin freely and it appears to be frozen. Could not move it even with pliers. Is this repairable? Any advice is appreciated.

    Soak in penetrating oil, if not I have a us speedo if that works.
