    Er... What?

All motorcycles from 1982 forward have a standard 17 digit VIN. Prior to 1982 they still had VINs, but they could be in a different format. Those VINs do not convert to new ones.

If you are talking about the engine number, it does not convert to a VIN. Often, but not always, the last 4-5 digits of the engine number match the last digits of the VIN, but it's not really a conversion.

What year is the bike? Where did you get this "serial number"?

The number stamped in the frame is the VIN, even through the 1982 model year in Yamaha’s case.
The engine number will match the frame number, until 1983. 1982 model year machines will have s sticker in the neck with the 17 character VIN, but the machine could have been titled under either version of the VIN.

I'm unclear on what this statement means? I'm completely unaware of this.....what changed in 1983 and beyond?

I'm pretty sure that the frames started being stamped with the 17 digit VIN in '83 (U.S. Only), while the engines still had the short VIN. It could be that I'm wrong though.
