How important is it to drain the middle gear drain plug at oil changes? And when I refill with new oil how does that chamber get filled up? I have never drained this chamber before.

Not important at all. There is only maybe a couple of teaspoons of oil to drain out from that site. It is way more likely to cause more harm than good trying to mess with that drain. To get to it the exhaust has to be moved resulting in way too much work and the chance of snapping exhausts studs off and the angst they cause. I don't anybody that drains that site.
