Is it normal for my 650 Seca to have a high pitched whine that sounds like it is coming from the engine at about 3 grand in most any gear?
The engine runs like a top otherwise and I have changed the motor oil and rear gear oil.

    Thanks.

    Yes. It is normal!
Especially if you are running the bike with a "Lightweight Oil"

That noise is the infamous "Yamaha Middle Gear Whine"

Personally, I kinda like it, myself. Reminds me that I don't have to adjust chain slack, oil the chain, replace sprockets ... all chain drive related stuff.

But, just to be sure it ain't something else ... Get a book and do a "Manual Cam Chain Tensioner Re-set"

Take all the slack-up out of the Cam Chain ... just to be sure it IS NOT a case of Cam Chain Slack happening!
