The easiest way to get a painted fender to replace the one you have that is chromed is:

Just make a straight -- One for one TRADE with someone who has a Non-chromed, painted fender and would like to have your Chromed one.

WHAT could be easier than that?

I am sure that there IS a member that would prefer a chromed fender to their painted one.
    Just start a Thread.
"Will swap chrome fender for painted one!"

Two people will come-out way ahead and you won't have to ruin a chromed finish to make it a different color!

    Think that will work?
    I do!

Sadly, a rusted fender is a good candidate for paint. The trick is to get the very smooth surface of the chrome to accept a paint film without it loosing surface tension and rolling right off of the surface of the fender. You can take one of two paths that I am aware of.
Sand blasting all the chrome off- expensive, toxic (yup, the chips/dust are/is bad news) but most desireable for a good finish.
Sanding the surface of the fender down- gives the surface some tooth for the primer to grab hold of. Still have the toxic issues as mentioned. And sanding chrome is HARD so don't expect to whip it out in a few minutes. You could try to grind it but you still run into the toxic dust problem.
I like Rick's idea. Easier and less of a worry for the environment.

I painted the chrome fender on my Seca and, after a year, the paint is still holding up well.

I sanded the fender with 320 grit, then sprayed it with this self-etching primer.

After that I primed and painted it like I would anything else.

Why not anodize the fender the color you want?
