I have a 1982 XJ550 Seca and I noticed that the inside of the gauge windows are dirty (spotted and some small spider web looking stuff).

Can the top covers be pulled off so I can clean the inside of the glass?

If so, how do you take it apart?

take it off the bike and look at the back. you'll see some screws there. start by taking those off to remove the back cover. once that's removed you'll see what else is in the way. keep taking things out till you've removed the gauges themselves. then you can clean the inside glass.

Just did it on my '81 550 Seca. Replaced the instrument cover. Once you have the back off there are EIGHT (8) small black screws that hold the cover on and a couple of them are hidden, sunk in cavaties behind the panel wiring harness. Do not be alarmed if you end up taking out (9) -as I did- the ninth one actually holds the indicator light "pod" into the cover but that isn't apparent until you have it apart. You won't cause an issue by accidentally taking that one out, you'll probably want to take it out anyway to clean around the indicator lights. MAJOR TIP: when running steep-pitch self tapping screws such as these back in, put the screw in position and applying GENTLE pressure turn the screw BACKWARD until you feel it drop into the existing threads. Then screw it in. This prevents you from cutting NEW threads and stripping the holes. Don't forget -as I did- to check for any burned out indicator lamps while you have it apart. I used Q-tips to get the instrument glass (it appears to be REAL glass) clean on the inside, all the way to the edges.
