So I took my carbs off my bike for the first time because after the winter the bike has decided that it should not idle or start easily. After I took off the top of the carb bowl I noticed a piece missing that the book has. it is the air jet cover plate. Any ideas on where I could get one or four of these, the owner before me must have lost them somehow.

Not all came with the jet cover plate. It's generally accepted to be an optional item. If you don't have them, then there's a decent chance that the bike didn't come with them. Nothing to worry about.

After seeing that plate I felt like an engineer dealt with an incident where some crap got sucked in and fell into an air jet and the plate just lowered that probability or something.

Probably so! And then two years later the Yamaha accountants figured out how much they could save by eliminating the plate, chrome plating the caps only on carb 1 and 4, and only polishing the visible side of the front forks. :)
