1983 750 Maxim with 62,000 km (c.40,000 miles)...What to do?

    I recently purchased a 1983 maxim 750 and was looking for some advice...but first a small amount of background is required. The bike has 62,000 kms. The province I live in has a safety inspection requirement for all used vehicles sold covering items such as steering components, tires, brakes, signals, etc. My bike passed one of these inspections just three days before it was sent to the dealer from which I bought it on consignment, but I am suspicious of the job that was done because it seems to me that my tires shouldn't have passed as the code was "1303" (it only has to be done by a licensed shop and many are shady and/or incompetent). Also noteworthy perhaps is that there is about a 7 month riding off-season where I live and, of course, I have no idea whether the previous owner ever properly prepared it for that annual storage.
    I plan to take the bike on a 6000 km (3500mi) road trip in September.

    The bike seems to run fine, but for a few small issues. It has trouble starting sometimes, especially after a rain. Often it fires only after I release the starter button which I understand is indicative of a poor battery being only able to fire adequate spark once the starter load is no longer a drain. The second issue is that it has, on a couple of occasions, bogged down at around 5000 RPM's and refused to break through the 5k barrier. Each of these times it was when the engine was not quite up to temp yet. The third issue is a slight lever pulsation on the front brake, nothing alarming but enough to be quite noticeable as one comes to a hard-ish stop. The fourth is a leaking valve cover gasket. The fifth is a defective neutral light, though this is a very minor issue.

    With all of that in mind, and guided by the enormous amounts of wisdom I have read through on this site, here are my service plans in no particular order:
    1. Check both brake systems from beginning to end, replacing all seals and any lines older than 4 years. Also, to extra carefully inspect the rear brake shoes for de-lamination.
    2. Check battery fluid level (if not a sealed unit), clean terminals, do voltage test, replace if needed.
    3. Check the valve clearance and shim as required.
    4. Complete carb rebuild including sync and colourtune
    5. Replace valve cover gasket
    6. Compression test

    So with all of that as a background, here are my questions
    A. Aside from doing the compression test first in order to determine if any of the rest is worth it, is there any advice you all can give as to which of these might be the best ones to ease my way into motorcycle repair? Please feel free to have that answer influenced by how critically the attention is needed
    B. When I do the compression test, one poster here recommended removing the TCI controller so as not to damage it. Is this true, where would I find this, and how would I remove it?
    C. Should I be lapping the valves, and what is that anyways?
    D. Can the brake rotors be machined or do they need to be replaced?
    E. Are there any other obvious things that I am missing on my intended service list?
    F. Where do I find Chacal's catalogue?
    G. I know this is a bit of a difficult question, but what am I looking at for cost for all of this? (general range...I know it will all depend on what I find, but what does the typical carb rebuild, for example, cost)

    Any advice any of you could give on this would be greatly appreciated and I thank you all for taking the time to read this post.

    P.S. It will be very obvious from this post that I am in need of a service and repair manual. They are in the mail but time requires me to start some of this stuff (like the compression test) before it arrives.

    The Compression Test will reveal whether or not you will require Engine work.

    Just unplug the two connections to the TCI.
    Replace the Fuse Panel.
    The Rotors can be Turned. Finding someone to take .002 off them; difficult.
