I'm rebuilding my carbs and noticed the #2 and #3 carbs have #205 idle air jets on the top, manual shows #195. Is this normal for any 650 Secas or do I need to go back with the specified 195's?

I'm no expert but I would think all four carbs "should" have the same jets installed. Air box vs pods makes a difference as to what they should probably be.

Agreed, some of the models have differing main fuel jets but I don't see variation on the air jets.

Bike is stock so i don't have any explanation other than maybe somebody messed up a rebuild.

All the other jets (air and fuel) match the factory service manual.

Air box, standard filter (non K&N) and stock exhaust

I'm going to order a 195 to take it back to stock :)
