All of a sudden I went out to start my bike and the battery was dead. It has never done this before so I jump started it with my batter charger to see if the battery was taking a charge. I noticed that it does not take a charge at idle but if you give it some throttle it does. Is this normal? I'm pretty new to bikes so if it is, take it easy on me.

Also, my tail light is on at all times and the only thing that turns the brake light on is the hand brake. Is this normal too?

Not sure what bike you have but a lot of these bikes run with the headlight and tail light on, but both the hand brake and foot brake have switches that should activate your brake light. Charge your batt with a charger and then take it some place and have it tested. If its a bad batt then prob solved. if not we will need to talk some more. By the way get the foot brake switch fixed b4 you get run over.
