what tools are needed to properly tune the carbs? i've read vacuum gauges, a colortune plug, and the yics tool? is there anything else that would help?

Just to adjust your carbs, I'd say a Colortune, a set of 4 vacuum guages or a mercury stick (which I prefer), spark plug wrench, screw drivers, a socket set, some needle nose pliers, a YICS tool is really helpfiul.
New replacement fuel filter (can you tell I'm big on this!?)

You'll need a fan to blow on your engine while it's just sitting there running.
I like to have some clear tubing to go on the float bowl drain nipples so as to adjust float levels.

I also like to have an extra long piece of fuel line so I can take my tank off and put it up on my table saw and run the fuel line to the filter. (Petcock will need to be in prime to flow gas without vacuum.).

That should be a good start......
    (other might call for refreshment)

    Check those valve clearances first.

I just move the tank to where the seat is. Works well. The manual says to elevate the rear of the tank. I think putting it where the seat is is easier. And definitely check those valve clearances. I had 2 touching and almost lost my engine.
