After I rebuilt my throttle shaft seals and changed out the jets, I put the rack back together, and got it put on the bike. After this when I turn the choke on it will not go back down with the lever. The cable just gets pushed out of the slot in the lever. I dont see anything holding it up, no kinks in the cable. I dont recall there being any kind of a spring to bring it back to closed. What am I missing? Maybe it just needs some lube?

There are springs that close each enricher plunger. Are those in? Also if you replaced you seals did you make sure the rack was aligned when you tightened everything down? Something is binding. Pull the carbs and whatever it is should be easy to find.
