I have a 82 650 maxim and i find shifting the gears seems pretty clunky. Is this normal on this bike?

I don't have that exact model. Shifting is smooth almost all the time. If you have too much play in your clutch cable, then you could be shifting before your clutch dis-engages.
Get rid of almost all throttle play, leave 6 - 8 MM of clutch play measured as the lever moves, or only one millimeter of clutch cable slack, and tighten up your rear brake so you have 20 MM of free travel before rear brake engagement , go for a ride, and tell me what you think !

This is the way I set-up all my bikes- - enjoy !

It is not unheard of for the clunky shift. I've experienced it, and to a certain degree still do. Best remedies are the correct selection of oil and a properly adjusted clutch. Rick-o-Matic has a good write-up on proper clutch adjustment and you will find more than a few threads here on just what brand and weight of oil to use on your machine. Dig in and do a little research, you will find your answers.
