I wanted to fill my fork tubes with oil so I removed the rubber caps from the top and attempted to press down past where the wire snap ring was supposed to be but it wouldn't bugle at all.

From looking at it, seems like the wire ring or whatever it was is jammed with rust and old paint crust.

I tried hammering on a socket extension with a matched size socket on it but still couldn't get it to depress below the wire snap ring.

    Suggestion, if any?

Use a bigger hammer, it worked for me, one good smack with a big hammer is often better than 10 with a small one

I had this problem with my fork caps. The PO over tightened the top fork clamp. Loosen the top bolt , have a friend push the cap down and remove the wire ring a dental pick works great. Becarful this cap is spring loaded.
