I've read that it's a good idea to repack the front wheel bearings
I have the front tire off doing some brake and polish work..
Can you do it without removing the seals and bearings?
If not, can or how do I pull the seals without damaging them.

Yes the grease can be packed in somewhat. Press the grease in with your finger try to get in past the bearings and to the back of the race. The whell spinning on the axel will do the rest. Removalof the bearings can damage the inner race so I don't recommend removing and repacking, I recommend removing and replacing.

Forgot to mention that the original bearings have a metal shield. It can't be removed and reinserted like the rubber seals on RS bearings. To explain the bearings: Front wheel needs two 6302 RS bearings. RS means a double rubber seal. S would be a single seal and Z would be the metal shield. I always buy the RS bearings and remove a seal if needed.
