I bought a maxim x 700 recently for cheap cause the guy said the timing what off. How can I assure this is the issues, and how would I go about fixing it.

If the timing is off don't try and start it. I hope the valves are not bent. Do you have a Haynes manual for your machine? You need to check the timing marks on the crankshaft pickup at TDC and the marks on the cams and head.

I don't have a manual for it. The valve cover and cams were off of it when I got it, but all the pieces are there. I think the guy tried to fix it himself, but got bored with it. The chain is still tied up to the frame.

You should get a manual to give you more information. See the above to get an idea of what @RickCoMatic stated.

You are missing the little metal pointer. It is normally attached to that empty screw hole.

    Without it though.
Take a screwdriver and hold it in the spark plug hole of number 1 piston (left side when facing front) and move the reluctor(crank) gently until you get the screwdriver at the highest point it will come out. That is top dead centre(TDC).

Rock it back and forth till your sure it's highest.
