Were there LED turn signals or bulbs ? if so that may be your problem.

What do you mean by touch the wires together? Like a couple of bare wires or the insulated wires when you run them side by side? Is your new flasher an oem flasher or did you buy an aftermarket one? And are you running LED lights or standard bulb style. Is bike running when they won't flash? Could be the battery is a little low and that's why they're not flashing.

If the self-cancelor is still in there unplug it it can cause the lights not to come on.
Still not understanding what bare wires are you touching together.

One major problem with the flash directionals is in the controller there are three wires sotted to a little PC board the solder joints in them are cold solder joints from the factory and the wires tend to come loose so open up the controller and take a look you'll probably have to remove the selector switch to do this. Then using a pencil point soldering iron in the iron hold the wire in place and and we thought of them they shouldn't be any curves with a soda meets the rivet. It should be a smooth flow

Make sure you check the connectors from the directionals to their appropriate bullet connectors to ensure they are wired properly. The rear tail lights are easy the front buckets a little bit harder. The left and right directionals are color coded but if somebody's replace them they may not be following that color code and by that I mean they may have used the right directional on the left side.

What kind of 82 Maxim do you have.

You have done enough posts where you can be able to upload photos sometimes a photo goes a long way and diagnosing the issue.

Most signals share a ground, which is usually where the flasher is installed. They are right to think the self canceler is interfering, but if they light up with the switch, that tells me the cancel unit is not interfering and your flasher is not wired in properly. Like they mention we can't say for sure till we know the model and year, as wiring diagrams and involved components will vary.
