    Two separate causes most likely.

Not being able to shift "up" can be either a broken spring in the shifter "mousetrap" (located behind the LH shifter cover) OR the primary chain guide has begun to disintegrate and hunks of it are getting caught in the shifter forks. When you remove the cover to check the shifter mechanism, you can also see into the transmission through an "inspection hole" there in the inner casing and spot any big hunks of broken plastic that might be caught in there; and remove them.

A broken spring in the mechanism is an easy fix; replacing the primary chain guide requires splitting the cases.

Clutch being stiff is generally a bad, poorly maintained or mis-routed cable issue; or the cable is sorely in need of lube and adjustment.

A dragging clutch can also cause difficulty shifting; but it shouldn't keep you from getting to the other gears.

You aren't trying to shift thru the pattern with the bike off and motionless are you? Because it won't. If you're trying to run through the gearbox with the bike off, you'll need to put it on the centerstand and rock the rear wheel forward to get it to go through the gears. That's normal behavior for a sequential gearbox.

I have a separate parts motor with good springs and the cable is new it might be because my lever is a short throw thanks hopefully the springs are the issue nothing worse
