Port on the side of a Maxim X Engine. PCV?

Ok so while working on the bike today, I noticed a small amount of smoke puffing out of the side of the head on both sides under where the false air cool fins are...
I have been riding just fine without the fins for a while and was wondering what these ports are. Only the middle of them are 'puffing' and it happens on both sides. I seem to remember pins on the fins that fit into these holes but I don't know for sure, I took the fins off about a year ago.
Is this a PCV of sorts?

Isn't the center hole a drain for the spark plugs? they are recessed in the head. Might check them to make sure they are tight, if any water gets in there it will also spit out.
